The Association was originally formed as an organization in 1968 known as The Emergency Management Association of Wyoming (EMAW). However, as Emergency Management transitioned to Homeland Security after the events of 9/11, EMAW slowly became inactive. The Association reorganized as Wyoming All Hazards Association (WAHA) and was formalized at a meeting in Riverton on March 13, 2014.
